Selangor's state government is pressing ahead with plans to build a seawater desalination facility, with a critical feasibility study expected to reach completion by the end of this year. The investigation into the viability of such a plant represents a significant step in the state's broader strategy to secure long-term water supplies and reduce pressure on its existing freshwater infrastructure.

Datuk Izham Hashim, chairman of the State Infrastructure and Agriculture Committee, provided an update on the project during proceedings at the State Legislative Assembly in Shah Alam. According to Izham, Central Spectrum (M) Sdn Bhd and Air Selangor have enlisted specialist consultants to undertake the comprehensive six-month evaluation, which commenced earlier this year and should conclude around December.

The feasibility assessment will encompass technical considerations, economic viability, and environmental implications to determine whether such an ambitious water infrastructure project can be justified and implemented successfully. Notably, the government has not yet finalised the total cost of the project, though Izham acknowledged that construction expenses have become more attractive in recent years. He pointed to declining solar technology costs as evidence that renewable-powered desalination facilities, which typically require substantial energy inputs, have become economically more feasible than they were previously.

This initiative sits within a broader government agenda to broaden Selangor's water sources beyond traditional treatment facilities. The state currently relies heavily on conventional water treatment plants, or LRAs in local terminology, which draw from established reservoirs and river systems. Growing population and industrial expansion, however, have created mounting pressure on these conventional sources, prompting authorities to examine alternative supplies.

Geographically, project planners have earmarked several locations along the eastern coastline of Pulau Indah as potentially suitable for the desalination facility. The specific site will be determined once the feasibility study concludes and its recommendations become available. Pulau Indah's maritime location offers obvious logistical advantages for a seawater intake operation, positioning it as a logical choice for such infrastructure development.

The urgency behind this initiative becomes apparent when examining Selangor's projected water requirements. Air Selangor currently produces approximately 5,450 million litres per day to serve the state's population and industrial base. However, the company's forecasting suggests that demand will surge to 9,653 million litres daily by 2045, representing an increase of more than 75 percent over the next two decades. Such projections underscore the magnitude of the challenge facing water planners and the necessity of identifying new supply sources well in advance.

For Malaysian policymakers and residents alike, Selangor's desalination initiative carries broader implications. As Southeast Asia's most developed state and home to approximately one-quarter of Malaysia's population, Selangor's water security directly affects the national economy and quality of life for millions. Desalination plants must address concerns about brine discharge into marine ecosystems, energy consumption and associated carbon emissions, and potential impacts on coastal habitats. The government's explicit intention to evaluate environmental aspects suggests awareness of these considerations, though the specific methodologies and mitigation measures remain to be revealed in the final study report.

From a governance perspective, the involvement of both Central Spectrum and Air Selangor indicates coordination between private enterprise and the state-owned water authority. This partnership model may become increasingly common as governments seek to leverage private sector expertise and capital to address infrastructure challenges.
