The Ministry of Investment, Trade and Industry disclosed this projection in response to parliamentary questions, signalling that costs are anticipated to escalate in the years immediately following implementation as the mechanism's transition phase concludes and full carbon pricing requirements take hold.

The EU-CBAM represents a watershed moment for carbon-intensive manufacturing globally, establishing a system where importers of steel, cement, fertiliser and other covered goods must pay a carbon cost equivalent to what European producers would face under the bloc's internal carbon market. For Malaysia, a nation whose steel exports traditionally depend heavily on price competitiveness in international markets, the scheme introduces a structural cost disadvantage that threatens to erode margins unless manufacturers fundamentally transform their production methods. MITI has reframed the EU-CBAM not exclusively as a threat but as a catalyst for industrial modernisation, arguing that the compliance burden creates an opportunity to accelerate Malaysia's transition toward low-carbon steel production methods. This positioning reflects a broader strategic calculation that markets increasingly favour sustainable products and that early movers in decarbonisation may capture premium positioning and long-term competitive advantages. To help the industry navigate this transition, the government has initiated several concurrent initiatives designed to bolster readiness and reduce the ultimate cost burden on manufacturers. A cornerstone element involves establishing a Carbon Measurement, Reporting, and Verification system that will allow Malaysian producers to accurately quantify and document their emissions profiles. This technical infrastructure is essential not merely for compliance purposes but for identifying specific production process bottlenecks where energy efficiency improvements or renewable energy integration can yield the greatest carbon reductions. Without reliable data on where emissions originate within production chains, manufacturers operate largely blind in designing cost-effective decarbonisation strategies.

Parallel to measurement capabilities, the government is pursuing a dual-track approach combining enhanced energy efficiency standards with expanded renewable energy deployment across the sector. Malaysia's abundant solar resources and hydroelectric capacity present genuine opportunities to substitute fossil fuel inputs with lower-carbon alternatives, though the capital requirements for such transitions remain substantial. Policy and financial support mechanisms are being activated to bridge the investment gap, signalling government intent to shoulder part of the transition burden rather than leaving manufacturers entirely exposed to market forces. Such support mechanisms may include concessional financing, tax incentives, or direct subsidies for renewable energy infrastructure installation.

MITI has committed to ongoing engagement with EU authorities to advocate for policies that account for the structural disadvantages faced by developing-economy manufacturers and that preserve equitable market access for Malaysian products. This reflects recognition that unilateral action by individual nations carries limited influence; only through sustained multilateral dialogue can developing countries hope to secure carve-outs or transition provisions that acknowledge differentiated capacities for rapid decarbonisation. The positioning of Malaysia as a constructive partner willing to improve environmental performance, rather than a recalcitrant opponent of climate action, may prove valuable in such negotiations.

For the Malaysian steel industry specifically, the RM970.7 million projected cost in 2026 represents not a static burden but rather a baseline estimate subject to adjustment depending on production methods adopted and the evolving design of the EU mechanism itself. Manufacturers who successfully integrate renewable energy sources, upgrade furnace technology, or shift toward electric arc processes powered by renewable electricity will face substantially lower carbon costs than those maintaining conventional blast furnace operations.
